SACRAMENTO, California — Gov. Gavin Newsom signed a bill Monday aimed at reining in soaring gas prices that have come to symbolize California’s multi-faceted struggle with affordability.

Newsom Monday signed legislation to require oil companies to give the state more authority to oversee refinery operations. That could mean companies could have to keep minimum amounts of refined gasoline on hand, which in theory should prevent or ease sudden price increases.

Supporters say ABX2-1 will prevent price hikes. The Western States Petroleum Association says governor's criticism of oil industry won't lower prices.
